Homes Public Housing

The Public Housing program is a federal program that provides decent and safe rental housing assistance for eligible low-income families, the elderly, and people with disabilities.

Public housing units are owned and managed by HOC. The units may be grouped in a single community (such as multi-family developments and high-rise towers) or distributed throughout the county in "scattered sites".

The Public Housing program is administered through HOC's Housing Management Division

  • PHA Fiscal Year Plan
    The PHA Plan is a comprehensive guide to public housing agency (PHA) policies, programs, operations, and strategies for meeting local housing needs and goals.

  • Admissions & Continued Occupancy Policy
    The Admissions & Continued Occupancy Policy (ACOP) document defines the policies for the operation for the Public Housing Program of the Housing Opportunities Commission of Montgomery County (HOC), incorporating Federal, State and local law. It includes Fair Housing, Reasonable Accommodation, re-certifications, unit transfers, inspections, pet policy, deposits, and more!

  • Family Self Sufficiency (FSS)
    This program helps public housing and HCV families achieve self-sufficiency over a five to seven year period towards ending dependency on all public benefits, such as welfare, food stamps, medical assistance, and child care subsidies.

  • Family Resource Centers
    Counseling, education, employment training, tutoring, recreational, health, and career counseling are just some things in which our HOC residents may participate at a Family Resource Center.
