In general, a first step to receive health services is to go to one of the Service Eligibility Units (SEUs) of HHS.

       HEALTH PROGRAMS: The National Asian Pacific Center on Aging has established an 800 number to assist seniors to understand the Medicare Rx Drug Program in their native language. While the office is in Seattle and operates on Pacific time, a message can be left and the call is returned promptly. There is an information and referral line for the County Department of Health and Human Services (HHS). The phone, 240-777-1245 (240-777-1295 TTY), will be staffed by information and referral specialists Monday through Friday from 8:30 a.m. to 5 p.m. The line offers assistance in multiple languages including Spanish, Chinese and Hindi. Calls received after hours will be referred to the 24-hour Crisis Center.
[Among the services and programs offered by the Department of Health and Human Services are health care services for the uninsured, mental health services, child care subsidy programs, financial assistance, services for seniors and persons with disabilities, immunizations, child protective services and addiction services.]

MEDICATIONS, PRESCRIPTIONS, AND OTHER PHARMACY SERVICES

The Maryland Pharmacy Program (MPP) is responsible for administering three programs:
Medicaid Pharmacy Services
Medicaid is available to low-income persons in certain categories. Federal Medicaid laws require that every state cover certain groups. Coverage is also allowed for certain optional categories. For full eligibility requirements for the groups covered by Maryland’s Medicaid Program, see Medical Care Programs Eligibility.
The Maryland Pharmacy Assistance Program
The Maryland Pharmacy Assistance Program (MPAP) is being replaced by PAC, as below.
Both the Pharmacy Assistance and Pharmacy Discount Programs use the same one-page, two-sided, mail-in application. The completed mail-in application requires documentation of income, assets (if required) and certain other information. To request an application or for more information, call toll-free, 1-800-226-2142 (or for Maryland Relay Service call 1-800-735-2258). A copy of the application and instructions are available to you on-line (click on The Maryland Pharmacy Program Application. All applications must be submitted only by mail to:

The Maryland Pharmacy Discount Program
The Maryland Pharmacy Discount Program is for people who receive Medicare and have monthly incomes below $1,396 for one person ($1,872 for a couple). Money in bank accounts and the value of other assets are not counted for the Pharmacy Discount Program. (See above for application.)

Primary Adult Care Program (PAC) replaces MPAP. Participants must be 19 or over, low-income, and not eligible for Medicare. Participants should have been switched from MPAP to PAC, join a managed care organization and get free family doctor visits. MEDICATIONS are available for low-income uninsured families. Call Connections to Care at 800-707-8990.
Most drug manufacturers offer a limited supply of free prescription medication to eligible patients through Patient Assistance Programs (PAPs). For info on PAPs, see
DISCOUNT PRESCRIPTION DRUG CARDS
Any Montgomery County resident regardless of age, income or existing health insurance may use the Montgomery Rx prescription drug discount card program. This discount offers 20% to 50% off retail prices. Pick up a card at a library or county regional service center. (Locations are here.) MEDICAL CARE for the UNINSURED—The BRIDGE PLAN: Provided through Kaiser, an individual/family must live in Kaiser’s service area, not be eligible for or covered by another health plan, including Medicare or Medicaid and must be approved for membership in this program by a participating city or county agency. Participants call 301/468-6000 for more info.

In addition, for disabled or senior citizens, there is a subsidized prescription coverage with CareFirst BlueCross BlueShield. Call 800-972-4612.

PRESCIPTION DRUG DISCOUNTS
Pfizer Inc. may have a discount drug program for uninsured through Medicare-approved U Share Prescription Drug Discount Card program, United HealthCare Insurance Company. Call 1-800-506-3763. (May be discontinued.)

ABUSE. Participants who need advice about leaving a violent relationship should call 1-800-799-SAFE (that is 800-799-7233), which is also a hotline for domestic violence.

DOMESTIC VIOLENCE: Participants can call Non-citizen victims of domestic violence can be referred to MIRECS at 301-495-3733 OR 301-460-8866.

The Abused Persons Program provides crisis and ongoing counseling, shelter, support and advocacy services to victims of mate-related physical abuse and to their families.
